The initial thrust of this website is to try and explain how Elsternwick Park, Victoria, Australia has been designed to behave as a 'retardation basin' in the event of excessive rain-events in south-eastern Melbourne... as occurred on 4th February 2011.
Possible 'modifications' to the design of the 'retardation basin' are proposed to help prevent 'water-inundation' pressure on the residential properties along New Street, opposite Elsternwick Park South.
